The enhanced Direct Vision Standard (DVS) and what it means for HGV fleet operators

 

The Direct Vision Standard (DVS) was introduced in October 2020 within the Mayor of London’s “Vision Zero” plan to reduce the amount deaths and serious injuries on London's transport network to zero by 2041.

 

The standard assesses a HGV driver’s vision through their cab windows, on a star rating basis from 0 (poor vision) to 5 stars (excellent vision), to show the level of risk to surrounding road users.

 

As of April 2024, the minimum requirement for HGVs to operate in Greater London is a 1-star rating.

 

 

How the DVS guidelines are changing

 

From 28th October 2024, HGVs over 12 tonnes planning to operate in Greater London must have a three-star rating OR be fitted with a Progressive Safe System to be compliant.

 

 

What are the Progressive Safe System (PSS) requirements?

 

Progressive Safety Systems (PSS) enhance driver visibility by eliminating blind spots on the vehicle's nearside, improving overall safety. These industry-recognised safety measures include:   

• Camera monitoring system fitted to the vehicle’s nearside
• Class V & VI mirrors
• Blind spot sensors fitted to vehicle’s nearside
• Side under-run protection on both sides
• Prominent visual warning signage

 

 

How to improve indirect vision

 

In the motoring industry, the term “indirect vision” refers to the ability of a driver to see areas around a vehicle that are not directly visible from the driver's seat.

 

Camera Monitoring Systems (CMS) help to improve indirect vision by making nearside vehicle blind spots visible. Additionally, a mirror replacement CMS can be fitted as alternatives to Class V and VI mirrors. These days, the CMS can provide a combination of blind spot vision and moving off information systems (MOIS), to improve indirect vision and reduce the drivers’ cognitive workload.

 

The MOIS sensors are commonly fitted on the front of the vehicle to avoid accidents at the frontal blind spot zone when moving off.
